It is vital we all take care when working on or near roads, including moving or grazing stock, or operations that might require temporary traffic management or closures. We're here to help keep you safe.
Before anyone can carry out any work or activities on or near the road, they must
Vehicle crossings connect your property to a Council-managed road and must be installed by a council-approved contractor.
Applications for a vehicle crossing must be made using the Vehicle Crossing Application form. A hard copy of this form is available from our team at Council's offices on Ruatniwha Street in Waipawa.
We will assess and approve your application before you engage an approved contractor. These applications do incur a fee, which you can find on our Fees and Charges page.
Once your application for a vehicle crossing has been approved, we will send you a list of approved contractors

We are now using CAR Manager to lodge all works within the road reserve via Submitica. Please contact our team anytime on 06 857 8060 if you need further guidance with this process or system system.
You can use Submitica to submit the following applications:
A traffic management plan is required to cover any activity that may affect the normal operating conditions of the roads, including footpaths. Please refer to the Code of Practice for Temporary Traffic Management for details.
A road use consent is required to cover any activity taking place in, on or beside the road. Please complete and submit this Road Use Consent Form.

Any activity that may require the temporary closure of a road needs approval from Council and a traffic management plan will also need to be submitted. Council requires a minimum of 60 days' notice prior to the date of the proposed temporary road closure.
Please complete and submit the Temporary Road Closure Application form. You can collect a hard copy of this form our Council offices on Ruatiniwha Street in Waipawa.
The Livestock Movements and Animals in Public Places Bylaw 2018 Section 512 states:
Stock grazing of road ‘berm' areas within the district, for the purpose of clearing excess vegetation growth, is not permitted without prior permission having been obtained from an authorised officer. The conditions set out in Schedule 3 of this bylaw must be complied with in all instances of such grazing.
Please complete and submit the Roadside Livestock Grazing Permit application form. You can collect a hard copy of this form from our Council offices on Ruataniwha Street in Waipawa.
