As part of the procurement process, Tenderers will be required to provide a Sustainable Procurement Plan outlining how they propose to address the following themes: Environment, Health & Safety, Economy and People as set out below. The Council is looking for Tenderers who will maximise the broader opportunities this Project has the capacity to deliver, who have the competitive edge and who will lead the way in delivering the above sustainable themes over and beyond those outlined within the contract specifications.

Theme 1: Environment

  • Protect and enhance the environment

Theme 2: Health and Safety

  • Raise health and safety performance and awareness

Theme 3: Economy

  • Improve the prosperity and competitiveness of Central Hawke’s Bay
  • Supporting local business with a focus on Maori business
  • Improve the knowledge and skill base in Central Hawke’s Bay

Theme 4: People

  • Increase prosperity and employment, particularly locally
  • Inspire and up skill a new generation in Central Hawke’s Bay
  • Improve health and wellbeing in Central Hawke’s Bay
  • Support the training and sustainable employment of Maori and Pasifika
It is essential Council demonstrates ethics and integrity in its procurements. This means:
  • acting fairly, impartially, and with integrity
  • being accountable and transparent
  • being trustworthy and acting lawfully
  • managing conflicts of interest
  • protecting the supplier’s commercially sensitive and confidential information.  
Probity in this procurement will be managed by:
  • ensuring compliance with Council’s code of conduct
  • ensuring that financial authority for the procurement is approved before proceeding to tender\
  • ensuring everyone involved in the process signs a confidentiality agreement and declares any actual, potential, or perceived conflict of interest
  • identifying and effectively managing all conflicts of interest
  • ensuring that all tenders are opened at the same time and witnessed
  • numbering copies of suppliers’ tenders and returning them to the tender evaluation team lead once the tender process ends
  • retaining one copy of each supplier’s tender and destroying the remaining copies once the tender process ends
  • treating all suppliers equally and fairly providing each supplier with a comprehensive debrief at the end of the tender process if requested.
