Takapau Water Treatment Improvement
In early 2020 the team has spent some time checking on known customers who have experience poor water quality historically, the follow up work will continue but has proven successful, and the feedback resoundingly positive.
In January 2020, we released a summary of the main facts of this upgrade in the CHB Mail to celebrate completion.
The plant continues to operate well, and council will return in early 2020 to check in with the community, and those known to have previously experienced water quality issues to confirm improvements are being experienced.
The opening was extremely successful, and Council was pleased to walk the community through the new plant and formally bless and open the new water treatment plant.

Takapau we are live!
Earlier this week, we switched on the new water treatment plant following a robust and thorough performance testing process involving two pre-commission audits by the drinking water assessment unit. The system will run in conjunction with the old system for another week, and then we will turn the old system off and remove all the old equipment from site.
Keep an eye out in your letter boxes over the next week for a flyer inviting the community to the opening of the water treatment plant – scheduled for 4pm on Tuesday the 10th December 2019.
You will be able to tour the plant and ask questions on how it operates and how it will improve performance and water quality.
Performance testing continues over the coming months, as we tweak the plant to ensure it performs as we all expect – please ensure you let us know if you experience any dirty water! We will also be following up on properties or areas we are aware of, that have experienced water quality issues in the past!

Update - 18 Nov 2019
We are nearly there!
With the performance testing and validation to be completed this week, while the new plant has been run periodically over the last few weeks, Wednesday 27th we will be turning it on full time, final site tidy up is then to be completed, and the site to be handed back to Council as complete by the end of November 2019.
Council is planning a community open session for the 10th December 2019 to be able to walk through the plant.
All cleaning was completed last week, and we complete our final pre-commission step this week, with the UV filters being commissioned on Tues 5th Nov, by the specialist engineers. Following this, final testing and preparations will take place and we expect to changeover to the new system next week. Following that a final tidy up will take place, and we will be planning a ribbon cutting and an open day for the community later in November.

Works are progressing well, some poor weather on Wednesday 23rd Oct mean we are slightly behind schedule, but with the team back in action today, we expect to make good progress.
Below is a map with the sections highlighted in orange as complete.
Network cleaning is underway, we expect the work to take two weeks to complete.
Below is a photo of the network being flushed at the end of Charlotte Street as we await the foam swab (pig) to exit the pipeline.
All onsite tanks have been cleaned, and the new hydrant and cleaning point installed.
A compliance audit of the new plant with the DHB drinking water assessor was undertaken on Thursday, as a pre-requisite which will allow us to commission the plant in a few weeks.
From Mon 21st Oct we will be starting with the pigging / cleaning of the network. Letters went out to all Takapau properties on Friday. We are expecting this part of the work to take 2-3 weeks – dependant largely on how many times we have to run the foam swab (pig) through the line to ensure the network is clean.
We are aiming to minimise the disruption by sectionalising the work, if customers experience poor water colour or quality for an extended period, please run your taps first to flush the line, and if the problems continue, please call council on 06 857 8060 to report the matter.
Next week Monday 14th October 2019, Veolia will be installing a new fire hydrant on Meta Street to allow flushing of the water exiting the treatment plant. We will also be installing a pigging point outside the treatment plant to allow the section of main to be more thoroughly cleaned (pigged). We will also be cleaning the storage tanks on site one by one on Monday.
We don’t expect this work will cause any disruption to the network or customers, and while the treatment plant shutdown is in place, water will continue to be supplied from the large reservoir on Sydney St/ SH2.

All pipework and cabling is connected to the new system. Next week we commence testing and commissioning the new treatment plant, this is expected to take approx. 5-10 days - following this we have a scheduled implementation audit with the DHB drinking water assessors on Thurs 17th October – which will then allow us to commence using the treatment plant to supply water to Takapau, and begin decommissioning and removing the redundant old treatment equipment.
We are planned to start pigging and cleaning the pipe network from Mon 21st October for a period of approx. a month to ensure we supply clean water to a clean network.
Friday 4th October saw the replacement of an aged footpath outside the treatment plant building.
Update - 30 Sep 2019
Works progress well on this project, and all pipework and cables are being connected to the new containerised system, as prepare for next week, when we focus on testing and commissioning of the new system to take over from the current treatment plant.
Following on from commissioning, the team will then shift to cleaning of the larger reservoir in Sydney Street and then cleaning the underground pipelines – the cleaning of the pipelines will be done by pigging the reticulation network in sections to remove any debris and build up within the pipeline - typically from the manganese and biofilm.
This ensure the clean water from our new treatment plant is delivered to a clean reticulation network. We expect this work will cause some disruption (brown water), and we will be attempting to minimise this through effective communications, and only pigging sections at a time. Further communications will come out direct to the street/ residents affected prior to works starting.
Update - 20 Sep 2019
Thursday 19th September, the new generator arrived onsite, that will supply power to the water treatment plan in the event of a power outage.
A huge milestone was achieved on Tues 17th September, with the delivery of the two containers that house the new treatment equipment, these have been built in Auckland, and then the electrical installation was undertaken at the Veolia depot in Katikati prior to being transported to Takapau. Work now shifts to hooking up all the pipework and cabling to the new containerised system, ready for changeover and commissioning in early October 2019.
In the background a brand new Water Safety Plan is being reviewed for approval by the Hawkes Bay drinking water assessment team – this is to be approved prior to commissioning.
The Takapau Water Upgrade is progressing well, with the largest component (the treatment upgrade) progressing as planned, and on track for commissioning at the end of Sep 2019. Prior to that a new Water Safety Plan has been drafted, and is under internal review, and then will be with DHB for review, additionally the operations team are planning for cleaning of the existing reservoirs, and pigging of the existing pipelines to ensure that with the upgrade of the treatment plan t we can ensure we provide clean water to the tap.

Concrete has been laid, and cabling and ducting is busy being installed, off-site the containers are now in the Veolia warehouse in Katikati, Western Bay of Plenty receiving their electrical fit-out.
Behind the scenes, council are busy planning the commissioning and change over process, this involves cleaning of the new and existing reservoirs, and a significant flushing and pigging programme of the existing reticulation pipe network, to ensure the clean water that comes out of the treatment process.
The site is now prepped, and final boxing is being completed in preparation for the concrete to be poured next week.
The container modifications and fit out is also progressing well.
Earthworks are progressing well with the base course being laid in preparation for compaction testing and then the concrete foundations next week.
The project continues to progress well, Thursday 4th July 2019 saw the erection of temporary fencing in preparation for basic earthworks this week to prepare a base for the concrete pad foundation required to support the containerised treatment plants. The bulk of the treatment plant upgrade works will take place off site as the containers are pre-fabricated and kitted out prior to delivery and commissioning on site.
The project continues to progress well, early June 2019 saw the completion of the detailed design for this project, the teams focus now shifts to completing final planning items before construction commences on site.
Crews are due to commence civil and earthworks on site at the end end of June, early July 2019 in preparation for the concrete foundation to be laid for the pre-fabricated containers to be delivered to site in August 2019. The containers will house the new equipment in addition to the upgrades taking place in the existing housing structures on site to provide the treatment and processes required to consistently meet DWSNZ moving forward.
Thanks to the Takapau community for turning out in numbers to hear from council on the proposed upgrades to the water treatment plant on Monday 13th May in the local hall.
The project is progressing well, and council expects construction works to commence in June 2019.

Council has awarded a contract to Veolia ANZ Ltd for the design and build of this treatment plant upgrade.
Following a competitive and robust procurement process, council is finalising its contract with our preferred supplier, and hopes to be able to announce the contract award in the very near future.
A community hui is tentatively booked in for the end of April, early May 2019 to align with the concept design works.
Physical upgrade works are expected to run from June 2019 to October 2019.
This project is currently under tender, and council plans to confirm a preferred contractor by the end of February 2019.
Council is currently preparing procurement documentation to shortly tender this project and the Porangahau water treatment plant out for upgrades.
Manganese has been identified as a key issue at this plant. This project will focus on the treatment of the water to ensure that the potable water produced is of a higher quality supply.
