Pōrangahau Water Treatment Improvement
Porangahau and Te Paerahi's new water reservoir is up and running, adding 184,000 litres of water storage to the network! This is double the capacity of what the townships had previously, which will be a huge help during peak summer months when visitor numbers to Porangahau and Te Paerahi rise dramatically. Alongside the reservoir, Central Hawke's Bay District Council have also commissioned a new Water Treatment Plant for the area, which works through known issues of iron and hardness, and ensures consistency and compliance with drinking water standards, while meeting community water demands. The project is now complete and we are pleased to present a summary overview of the project.
The community opening is confirmed for 16:00pm on Wednesday the 18th March 2020.
This flyer has been delivered to all residents this week.
The fencing is to be completed this week, and final tidy ups on site and the project is complete.
The formal opening is scheduled for 18th March 2020 at 16:00pm
The new treatment plant and reservoir is live and running.
Early signs are showing a significant improvement and reduction to iron and hardness levels.
On Friday the 24th we completed the reservoir and this week we work on connecting the reservoir to the treatment plant, and commence testing of the new reservoir.
The reservoir will add 184cm3 or 184,000 litres of water storage to the network, helping to relieve the demand on the treatment plant and network in peak months.
The storage reservoir is on its way up. this week the team from KlipTank have been erecting the new reservoir on-site.
We anticipate the tank will be up and complete in the next two weeks, following that we start connecting it to the water supply, and undertake testing and preparing to bring it into operation by March 2020.
The team have been back at it on site preparing the base for the water storage reservoir to be constructed, all on track for works to start Mon 20th Jan.
An audit was undertaken by the DHB drinking water assessor yesterday Wednesday 18th December, and allows us now to continue to progress the install, and work towards commissioning in mid Jan 2020.
Works are also progressing well with the relocate of the raw water line to make room for the base to go down for the new water storage tank.
Update - 06 December 2019
The wastewater/ greywater extension is progressing well, and Higgins are on track to deliver this work as completed by Friday 13th December 2019 as planned.
The team continues to hook in the new containerized system to the pipework recently installed, this week we also plan to relocate the raw water line that runs from the bore to the water treatment plant. This will make room for the pad to go down where the new water reservoir will be erected.
We reached a big milestone in this project on Fri 1 Nov, with the containers being delivered to site and positioned ready to have all the new pipework connected.
We will working away over the next 6 weeks getting the site ready for commissioning before Christmas.
Outside of this, we are pleased to award Higgins a small contract to extend the backwash discharge pipeline approx. 700m from the treatment plant to the wastewater network, this work will start shortly, and aim to be complete mid December 2019, to line up with the commissioning of the water treatment plant. The additional storage project progresses well and we are finalising the storage design, and plan to start civil works in preparation for the reservoirs construction to start in Dec 2019.
Tree felling behind the water treatment plant is complete, this is an important milestone to safe guard the plant and clear the way for our new reservoir to be constructed.
The site is prepped and we are nearly ready to receive the containers later this month.
We have submitted a resource consent to allow the installation of the new reservoir behind the water treatment plant.
We are also nearly in a position to finalise the acquisition of land from the Porangahau Country Club.
Below is a concept of the proposed storage facility.
Cabling and duct install work is underway and is expected to be completed by the end of the next week.
Council is making good progress with the landowners to deliver additional storage with the successful funding received through the tourism infrastructure fund.
Work involved with this project are a large 195cm3 reservoir, acquisition of additional land behind the current plant, pipework and cabling to the reservoir, felling of trees to make room for the new reservoir and to safe guard the reservoir and new plant from future damage.
All going well this reservoir will be operational from early 2020.
Concrete has been poured for the container and generator foundations and now the trenching work is currently underway, ready for the cabling and ducting to be installed next week.
The concrete pour was completed today.
Update - 25 July 2019
Civil earthworks are well underway onsite, and the site is being prepared to pour the concrete foundations for the containers to be situated on.
Works have involved re-routing the backwash pipeline found to be running underneath the container locations.
Offsite, the container modifications and fabrications are progressing well, with the mechanical fit out to be started next week.
Council is also working with Veolia to develop the storage options to be delivered through our successful TIF application.
Update - 21 June 2019
The project continues to progress well, early June 2019 saw the completion of the detailed design for this project, the teams focus now shifts to completing final planning items before construction commences on site.
Crews are due to commence civil and earthworks on site at the end of June/ early July 2019 in preparation for the concrete foundation to be laid for the pre-fabricated containers to be delivered to site in August 2019. The containers will house the new equipment in addition to the upgrades taking place in the existing housing structures on site to provide the treatment and processes required to consistently meet DWSNZ moving forward.
Thanks to the Porangahau and Te-Paerahi communities for turning out in numbers to hear from council on the proposed upgrades to the water treatment plants on Monday 13th May in the local hall.
The project is progressing well, and council expects construction works to commence in June 2019.

Council has awarded a contract to Veolia ANZ Ltd for the design and build of this treatment plant upgrade.
Following a competitive and robust procurement process, council is finalising its contract with our preferred supplier, and hopes to be able to announce the contract award in the very near future.
A community hui is tentatively booked in for the end of April, early May 2019 to align with the concept design works.
Physical upgrade works are expected to run from June 2019 to October 2019.
This project is currently under tender, and council plans to confirm a preferred contractor by the end of February 2019.
Council is currently preparing procurement documentation to shortly tender this project and the Takapau water treatment plant out for upgrades.
This project will focus on the treatment of the water to ensure that the potable water produced at the site is of an increased quality. Funding for this project is included in Year 2 of the Long Term Plan 2018-2028.
