We are seeking an experienced Project Manager to join our established PMO at Central Hawkes Bay District Council. This is an existing role will lead and deliver a variety of projects and is a unique opportunity for an energetic and innovative person to join the team to support Central Hawke's Bay District Council to THRIVE.

Our PMO team delivers valuable water and civil infrastructure projects for the community. The team leads projects and programmes from initiation through to project completion with a focus on delivery of high-quality durable infrastructure.

About the opportunity:

We have a significant pipeline of projects across our infrastructure programme, no two days will be the same, we are a small team punching above our weight, with a passion to deliver excellence and transformational change to our communities.

There is an opportunity for this work across various activities, with roles in each of our Water, Wastewater and Stormwater capital works activities. You might be interested in being part of our wastewater programme where we are planning to construct new treatment plants to centralise treatment throughout our communities, our water supply and renewals programme where we are upgrading reticulation infrastructure that is at end of life, or helping to plan longer term stormwater programme that will increase resilience for our communities while also delivering physical works to improve performance of existing assets.

About you:

You will ideally have project management experience, with specific expertise in managing community-focused infrastructure projects. You may have a technical background or you may be a great project manager. Your excellent communication and relationship management skills will be vital in your day-to-day dealings with project teams, consultants, contractors, key stakeholders, community groups, and the public.

As a Project Manager, your main responsibility will be to lead and manage allocated projects, ensuring delivery to timeframes; Initiating, planning, executing, monitoring and closing projects as they travel through their lifecycle. You will need to be a self-starter that learns quickly and takes the initiative, you will be customer focussed and bring an energy to the team.

In this full-time role, you will need to have a collaborative nature and share the Council's THRIVE values and its commitment to 'smarter thinking' so we can plan for tomorrow to futureproof Central Hawke's Bay.

Ideally, you will have;

  • Relevant tertiary qualification (Engineering, Science or Project Management)
  • Project Management Certification (PMI, Prince 2 or similar) - desirable
  • High level of computer skills - Microsoft office, project, teams, SharePoint
  • Confidence and experience with Te Ao Māori would be beneficial
  • A clean full driver's licence
  • Have a legal right to work in New Zealand
  • Demonstrated success in management and coordination of engineering design across multi-disciplines and gateways
  • Demonstrated success in managing contractors and consultants, with experience delivering projects as a client (desirable)
  • Experience in managing contracts within the civil engineering industry and a sound understanding of NZ S3910 and NZS3916
  • Successful track record of working with diverse stakeholders to develop solutions
  • Excellent relationship management skills - collaborative and team focussed approach to project development
  • Champion safety in all aspects of planning, design and construction

Development Relationship Manager

Central Hawkes Bay has experienced considerable growth in recent years. Market drivers and the review of the District Plan have created a surge in demand for development in the district, that for a long period of time, had relatively low and stable growth.

The Central Hawke’s Bay District Council in our role as a development enabler and regulator, has had to ride the wave and respond. This intense period of development has highlighted the challenges we face and an opportunity to better to support future development in the district.

Recently, Council undertook a Smart Growth Review facilitating an open conversation with the development sector, to seek feedback on what the Council does and how we deliver our services.

There are some significant challenges that the Council and the development community face in resolving infrastructure capacity (like wastewater, drinking water and stormwater networks) that make development in urban and some rural areas challenging. The solutions will be complex but can be resolved through innovation and creativity, with Council and the development sector working together.

About the role

To lead the implementation of the key recommendations from the Smart Growth Review, Council has redirected existing budget to create this role – Development Relationship Manager. Reporting to the Group Manager: Strategic Planning and Development, this role is part-time, 20 hours per week.

The Development Relationship Manager will play a key role in facilitating and enabling strategic investment, smart growth and collaborative development partnerships in Central Hawke’s Bay. Working closely with developers to understand their proposal, the role will help inform, educate and communicate information between developer aspirations and Council’s strategic direction. The role will be the first point of contact for prospective developments, ensuring consistency across Council teams on development matters, and building trusted relationships between staff and the development sector.

About you

  • Outstanding communication skills and the confidence and knowledge to go out to our development sector and build effective and positive relationships with the key stakeholders. 
  • Demonstrated experience in development or project management.
  • Be comfortable working within a political and commercially sensitive environment.
  • Proven experience in relationship management, partnerships, and delivery of customer focused solutions.
  • A smart growth mind-set.

Animal Services & Compliance Officer

We are now seeking an Animal Services & Compliance Officer to join our Strategic Planning & Development Group. Reporting to the Community Safety & Compliance Lead, this is a replacement role and is accountable for animal and compliance activities within the Central Hawke’s Bay community.  This is a full-time role 40 hours per week on a rostered system, which includes on-call and weekend work.

The key accountabilities of the role include: 

  • Carry out duties as required by the Dog Control Act 1996, the Impounding Act 1955, the Dog Control Bylaws, and applicable policies, legislation, standards, procedures and guidelines including: 
  • Management of dog registrations and registers 
  • After hours call-outs including stock and dogs
  • Issue of infringement notices (for various areas, including dogs, parking and other areas) 
  • Educate animal owners on compliance requirements 
  • Pro-actively provide education to schools and institutions agencies within the community 
  • Identify other opportunities to communicate and educate the public to improve effectiveness of our work and public safety 
  • Carry out compliance duties as required by Council policies and bylaws, including (but not limited to): abandoned vehicles, parking infringements and camping. 
  • Provide an interface with the community in order to readily identify problems and concerns and to ensure that they are addressed.  

The ideal candidate will possess: 

  • Technically capable
  • The ability to work alone and work confidently with animals in difficult situations  
  • The ability to navigate unclear situations to find suitable solutions and focus on continuous improvement 
  • Friendly, composed, patient and resilient nature with outstanding communication and customer service skills 
  • The ability to negotiate with customers in a respectful, yet assertive manner 
  • Sound time management skills and the ability to accurately record and interpret data 
  • Strong relationship management skills
  • A current Driver’s License

Are you an innovative and energetic person who can think outside the square when it comes to finding ways to do things that meet our community’s needs? If so, this 30-hour, fixed term role may be of interest to you!

Central Hawke’s Bay District Council and Mayors Taskforce for Jobs (MTFJ) – Jobs in Central Hawke’s Bay Team are seeking a passionate, community focussed person to establish and oversee this exciting new initiative.

This position, which is funded through the Mayor’s Taskforce for Jobs external funding, is a pilot and will work alongside the already established Jobs in Central Hawke’s Bay Team as well as our local community.

This role is fixed term with an immediate start until 30 June 2025. 

The ideal candidate will:

  • Be able to demonstrate some level of experience establishing, managing and coordinating a project with reporting requirements and set outcomes within time constraints;
  • Derive great satisfaction from working with a diverse range of community members within Central Hawke’s Bay to identify their needs and find solutions to achieve desired outcomes;
  • Be able to quickly develop appropriate relationships with community members, Community Organisations, Council, Training Providers and other partners including Ministry of Social Development (MSD) to maintain positive working collaboration; 
  • A clean, full drivers license;
  • Have an adequate level of administrative experience to be able to use Excel, Outlook and Microsoft packages effectively;
  • Other general support and expertise as required to see the successful development of this pilot project.

About you:

Ideally you would be approachable, enthusiastic, innovative, have a drive to want to help others, with the ability to think outside the square. You will have the ability to engage and work alongside a wide variety of learners. You will be flexible and open to new and exciting ideas. You will be someone who can work at pace and have great communication skills.

Specifically, you will have:

  • Experience managing and coordinating portfolios that have reporting requirements and set outcomes;
  • Administrative experience;
  • The ability to manage and sustain strong working relationships with other partner agencies;
  • Proven experience working alongside people.
